The following quote is attributed to Hippocrates. Can anyone tell me in which of his writings it appears?

"The function of protecting and developing health must rank even above that of restoring it when it is impaired."

The quote is on many sites on the Net but none refer to the source of it in Hippocrates works. It isn't in The Physician's Oath.
